Hand play vs UTG+1 pf raise, early tournament stages

Ok, here's one from the Delware league that I thought I'd write up. FOr those of you that don't know, this is a 4 table event with 5k in starting chips and a buyin of $40. We're at about the 2nd blind level and I have ~ 6700 in chips. Villain is to my left with ~4k in chips. Villain had won some big pots earlier on pushing the action pf. I'd only been involved in about 4 pots at this point, winning all of them and not showing down.

Play this one from Villain's perspective...

    Blinds 50/100, 10 handed

Charlton (UTG +1) raises to 400
Villain looks down at and cold calls.
    Everyone else folds out.

    Flop:

Charlton c-bets forT 625... then says, "oh... that was supposed to be 700, must have got the chips mixed up"

    Villain...?

I just shove it all in against you, Charlton. You never have a hand....

    Is this a trick question?

    LOL.....

This is just an easy fold, right?

I assume someone got out of line....I'm guessing.

ok, ok, the hand didn't go to a simple fold.

    The villain raises to: T1700

Charlton asks for a countdown, pauses, then pushes.

Whether or not you debate the call, what range of hands do you put Charlton on here and why?

And, I admit, this hand play probably won't spark that much discussion, as there isn't that much to contemplate, but hey, give yo' opinions anyway

If you told me who the villain was, I could probably tell you your range more accurately.
