I believe the flags are on people galactus x has notes on. And from a quick glance at the players he has flags on it looks like they are all donk candidates. Easy money as they say. I'm guessing that one of the reason's for galactus rocking the socks off the 45 man contest is him just following these guys around and taking their chips when they donk them off.
